Senior Flood Management Officer


Join the Strategic Flood Management Team, part of Climate Change and Environment Service within the Planning, Growth and Sustainability Directorate. We are looking for a Senior Flood Management Officer to join the team.

We are a friendly team who are enthusiastic and passionate about delivering the statutory responsibilities of managing local flood risk in BC’s role as the Lead Local Flood Authority. We also deliver flood management projects delivering a range of engineering through to Natural Flood Management options and help to guide the flood management approach on large infrastructure projects.

About the role

Are you keen to be involved with delivering the Lead Local Flood Authorities (LLFA) duties focussing on working with internal and external stakeholders on delivering statutory responsibilities such as dealing with queries, flood investigations, consents and enforcements and asset register?

We have an exciting opportunity for a Senior Flood Management Officer who is keen to develop in the area of Flood Management and who wants to be involved in a proactive and exciting part of the Council. This work will be delivered through working with internal and external stakeholders, working with communities and other Risk Management Partners, investigating flood incidents, using our consents and enforcement powers, and developing and using our asset register. The role is likely to require around 3 days out on-site or in the community, identifying the cause of issues and addressing problems.

About you

Key Accountabilities

* Work in a dynamic team to deliver the statutory duties of the LLFA (including consenting, enforcement, and responding to enquiries), with a particular focus on being out in the community where flooding has occurred
* Work with a diverse range of partners (internal and external) and members of the community to manage local flood risk
* Visit sites of flooding and communities where there are flooding issues and undertake flood investigations (e.g under Section 19 of the Flood and Water Management Act 2010) to establish the causes of flooding and determine potential mitigation

Skills & Experience

* Has relevant experience and technical skills in a flood or water management role
* Has expert knowledge of roles and responsibilities of the Lead Local Flood Authority
* Has good understanding of surface water drainage and the planning process
* Has good understanding of groundwater processes
* Ability to manage and prioritise work to meet deadlines
* Has experience of building and maintaining relationships with a range of stakeholders, and an ability to represent professional service area both internally and externally
* Strong analytical, negotiation, communication and presentation skills.
* Able to provide authoritative specialist advice under pressure
* Degree or equivalent in a relevant discipline is essential.
* Membership of a relevant professional organisation is welcomed.
