Job Purpose:

• Develop and help deliver a series of decarbonisation actions within NRW, including identifying and collaborating with delivery leads from across the organisation, e.g. installation of EV charging infrastructure, development of self-supply renewable energy developments, peatland restoration. 
• Specify, plan and programme works, including: developing specifications, preparing tender documents, letting, awarding and overseeing contracts, and monitoring and reporting progress on delivery of decarbonisation actions (e.g. timescales, spend and outcomes). 
• Provide technical advice and guidance on the practical delivery of decarbonisation measures, for example an understanding of construction design and management (CDM) requirements. 
• Develop relationships with others internally and externally (e.g. with Local Authorities) to maximise wider benefits from the delivery of our decarbonisation actions. 
• Support the sharing of experience of delivering decarbonisation with external organisations as part of the Carbon Positive Project’s programme of communications and engagement work. 
• Provide guidance and specialist advice as required to NRW staff, WG, public sector bodies and Public Service Board (PSB) representatives to facilitate knowledge sharing and collaboration on decarbonisation.

Job Specific Criteria: 

1) Experience of delivering projects to time and cost and to keep effective records, e.g. delivery plans, spend (essential).
2) Knowledge and experience of decarbonisation measures and climate change mitigation (essential)
3) Experience of developing tenders and managing contracts, including CDM requirements (essential).
4) Ability to distil/communicate technical information (written and verbally) in a clear and accessible way for a variety of audiences, e.g. sharing knowledge and experience with public sector bodies (essential), preferably relating to decarbonisation or similar technical subject.
5) Experience of building relationships with staff across an organisation to coordinate and facilitate delivery and ability to work with and influence others (essential), preferably delivering decarbonisation action. 
6) Experience of engaging with external organisations to develop collaborations (desirable).
