Ricardo Energy & Environment’s Sustainable Transport team delivers analysis to clients on the major environmental, social and economic challenges facing the transport sector. We provide support to governments to help them develop a fully sustainable transport system, including measures to reduce the environmental and social impacts of the transport sector as well as improving its economic performance. Our transport sector work is highly influential, and has been used to support the development, implementation and evaluation of a wide range of policy measures across all the main modes of transport including, supporting the development of measures to accelerate the deployment of connected vehicles, analysing European road freight policies, examining transport sector innovation capacities, reviewing European aviation legislation and developing vehicle CO2 / fuel economy standards around the world.

Purpose:

We are looking for a highly experienced Principal Consultant to join our dynamic team. Our work is focused on strategic policy advice covering a very wide range of transport sector issues. You will lead high profile projects that play an integral role in driving regulatory approaches in the UK, Europe and worldwide. Projects are likely to include a combination of quantitative and qualitative analysis, including analysis of policy costs/benefits, stakeholder consultation, survey design/implementation and making policy recommendations. You will use your technical skills to provide insights to support policy development, and to analyse the impact of decisions on the transport system, the economy, the environment and society.

The ideal candidate will have the capacity and experience to work flexibly across a range of thematic areas in the field of transport policy and will collaborate closely with technical experts in multi-disciplinary teams. Candidates must have prior experience of managing consultancy projects for the European Commission and national governments, they should enjoy solving complex analytical problems and must demonstrate exceptional critical thinking skills. The role will be based in our London, Oxfordshire or Utrecht offices, depending on the successful candidate’s preference.

A strong interest in transport policy is required and high levels of numeracy are essential, alongside a proven track record in writing analytical reports on a range of economic, social or environmental policy issues, preferably in relation to the transport sector. The successful candidate must have very strong communication skills, and actively enjoy working on a wide range of topics that may initially be unfamiliar to them. Strong Microsoft Excel spreadsheet and data analysis skills are also desirable.

Key accountabilities:

The role is a senior-level position with responsibility for:

* Management of complex consultancy projects in the field of transport policy for clients including the European Commission, national government ministries, multi-lateral development banks and corporate customers
* Leading and providing written content and technical analysis for the preparation of reports, as well as leading the development of complex proposals for new work
* Leading the development of methodologies, and approaches for projects and bids
* Overseeing a wide range of stakeholder consultation activities
* Presenting Ricardo’s work at client meetings and conferences
* Working effectively as team member on a range of projects

Key competencies and experience:

* Extensive experience in consultancy is essential, including proven experience in managing consultancy projects for the European Commission.
* A first or upper second-class BSc (or Masters/PhD) in economics, chemistry, physics, engineering, mathematics or a subject closely related to any of these.
* Candidates must demonstrate sufficient experience to show the required competencies.
* Fluency in English is essential; fluency in other languages is desirable.

Skills and behaviours:

* A previous specialism in transport is preferable
* Excellent report-writing skills and verbal communication skills
* Effective and proactive team worker, capable of supporting and developing peers and other staff members
