We are recruiting for a permanent consultant position within our Waste Operations team – at Senior to Principal Consultant level, depending on experience.

The successful candidate will work on a range of high profile consultancy projects predominantly in the areas of environmental services and resources management. They will primarily work to deliver change management in environmental services (waste and recycling collection, street cleansing, grounds maintenance) through planning and implementation projects for local government and private sector contractors. This role requires flexibility, tenacity and excellent trouble-shooting and problem resolution skills. The job is also likely to involve consultancy work on other types of waste and recycling projects as detailed below.

The type of work is expected to include:

  • Working with local authority clients (both client-side and for service delivery organisations), managers and supervisors to plan and deliver the mobilisation of new environmental services contracts or bring existing environmental services back ‘in-house’;
  • Planning and managing the implementation of changes to environmental services, or able to deliver specific technical content such as planning new resources, designing schedules and producing collection routes;
  • Reporting and presentation of implementation and operational assessment and other analysis work as part of client project reports/presentations;
  • Contributing written material to formal bid documents to win new work; and
  • Contribution to other Eunomia waste and recycling projects according to demand from time to time.

Person specification:

The ideal candidate will have experience in managing large programmes of change, ideally in the area of municipal environmental services or similar services, and will be comfortable providing instruction and support to front-line staff, as well as to officers and politicians from within local authorities, and/or decision-makers in private sector companies.

Candidates should reflect our values and commitment to quality and are expected to be self-disciplined, well organised and to be able to present themselves in a professional manner. A personal interest in, and commitment to, the waste and recycling sector and wider environmental and sustainability issues is expected.


  • Recent and demonstrable practical experience of successfully planning and delivering large scale service delivery change projects / programmes in environmental services or a similar sector(s)
  • Ability to work flexibly to meet the evolving needs of local authority clients throughout a project;
  • Good written English and verbal communication skills, including the ability to communicate technical information in an accessible way;
  • Ability to perform under pressure and with the flexibility to adjust plans as operational issues arise;
  • Ability to work collaboratively in a local authority environmental services setting with external clients at a range of levels from senior to front-line operational delivery staff;
  • Self-starter with ability to manage own delivery of tasks with minimal supervision;
  • A high level of numeracy;
  • Well-developed analytical skills with a common-sense appreciation of and interest in the practicalities and problems of improving the delivery of municipal environmental services (or similar);
  • Thorough attention to detail with regards to checking data and results accurately. Concern for all aspects of the job, no matter how small;
  • Good MS Office software skills including Word, Powerpoint and Excel;
  • Willing and able to work away from home and stay in different parts of the UK as projects dictate; and
  • A commitment to the environmental and public service principles which drive Eunomia.


  • Senior input into the design and implementation of local authority companies in order to deliver environmental services;
  • Health & Safety qualification e.g. NEBOSH Certificate;
  • PRINCE2® qualification;
  • Experience in designing and delivering training for operational staff; and
  • Competence in evaluating resourcing requirements, designing schedules and producing efficient collection routes.

Holiday Entitlement

24 days per year (plus Bank Holidays) rising by 1 day for each full year of service to a maximum of 30 days per year.
