  • Develops and evaluates plans and criteria for a variety of projects and activities to be carried out by others.

  • Assesses the feasibility and soundness of proposed planning products.

  • Usually performs as a staff advisor and consultant as to a technical specialty, a type of facility, industry, equipment or program function.

  • Monitors and ensures compliance with local, state and federal laws.

  • Oversees specialized planning functions, such as large-scale new development proposals and environmental studies.

  • Provides overall management of IE-related planning issues.

  • Advises the Planning Director on all planning-related matters.

  • Advises various councils, boards, commissions and elected officials in planning related issues

  • Evaluates operations and activities of assigned responsibilities.

  • Prepares reports on operations and activities, recommending improvements and modifications.

  • The management and successful delivery of major infrastructure projects, including leadership of major projects through the consenting process (including Planning Act 2008 and the Transport and Works Act 1992).

  • The management and successful delivery of planning applications under the Town and Country Planning Act 1990, including coordinating multi-disciplinary teams across various project types.

  • Contributing to the management and development of the Environment and Planning business, including generating opportunities and winning new business.

  • Providing planning advice to colleagues and clients including the application of permitted development rights.

  • Monitoring and managing project budgets and programmes.

Minimum Requirements

  • Experience of promoting development under the Town & Country Planning Act 1990.

  • Relevant environmental planning experience, including consenting infrastructure projects, preferably within the private sector.

  • Commercial awareness and the confidence, ability and experience to provide clear, authoritative advice.

  • Able to work on own initiative and under pressure.

  • Competent in the use of Microsoft Office including Excel, PowerPoint, Word and Project.

  • Sound knowledge of UK planning policy and legislation and a working knowledge of Environmental Impact Assessment legislation.

  • Client focused with good interpersonal skills and collaborative working approach with a high level of commitment to quality.

  • Full current driving licence

PREFERRED REQUIREMENTS

  • The Development Consent Order regime under the Planning Act 2008.

  • The Transport and Works Act 1992 consenting regime.

  • Working as part of collaborative multi-disciplinary teams on highways and rail infrastructure projects.

  • Identifying, evaluating and managing planning risk.

  • Identifying and evaluating alternatives.

  • Management of Environmental Impact Assessment.

  • Preparation of successful commercial tenders.

  • Multi-disciplinary consultancy.

  • Project management (technical and commercial).

Preferred Qualifications

  • Full Chartered Member of the Royal Town Planning Institute (RTPI) or an equivalent professional town planning organisation.
