An opportunity has arisen for an enthusiastic and committed individual to take on a busy and challenging role within the Streetscene & Transportation Service as an Operational Manager (Waste) to help shape the future delivery of the frontline operational waste and recycling services for the Council.

We are looking for an experienced and self-motivated individual to fully manage the day to day operational activities and develop frontline services within the portfolio.  As part of an integrated and multi-disciplinary team of four operational managers, you will jointly lead a team of 300+ frontline staff and 30 professional staff covering waste, recycling, cleansing, highways and grounds functions.  You will need to demonstrate strong people management and leadership skills, and relish the challenge of implementing operational efficiencies and maximising productivity in a fast paced working environment, whilst delivering a quality public service and ensuring that the residents of Flintshire receive the best possible customer service.  If you have the drive and ambition to succeed, and you enjoy taking responsibility, and want to make a difference and be responsible for positive change then we would love to hear from you.

Ideally, you will have experience of working within the waste management industry and/or experience of working in a frontline operational service with transferable skills.  You will be responsible for the management of the waste and recycling collection services, ensuring consistent standards and accountability for ensuring that all staff comply with health and safety standards and legal requirements at all times.  You will also be responsible for the management of all authority run disposal sites inclusive of transfer stations, bulking facilities, windrow composting and household waste recycling sites and ensure compliance with environmental permit conditions and safe working practices.  You will be required to ensure compliance with duty of care for all waste disposed, treated or recycled, and ensure that procedures are in place to retain relevant documentation for audit purposes.  

We are looking for someone who understands how to develop and motivate staff, who can be relied upon and plays an integral part of the operational management team and be able to prioritise pressing demands efficiently, work under pressure within a busy environment and consistently meet deadlines. Your role will involve problem solving on a day to day basis operationally and strategically, and you will need be proactive and flexible in approach, as well as being well organised and forward thinking. 

You will have sound knowledge of health and safety legislation, experience of budget management and cost control, excellent verbal and written communication skills and highly developed IT skills.  Additionally, you will need to be conversant with the Authority’s waste strategy objectives, and targets and the all Wales Waste Strategy “Towards Zero Waste” and have a good knowledge and understanding of the key legislations and regulations relating to waste services. 

To apply, you must be qualified to degree standard or have Chartered status to a relevant professional body or have relevant experience with the competency to hold a Relevant Certificate of Technical Competence (COTC).
