Reporting to: Asset Manager

The role of the Project Engineer is to:

- work with the Asset Management and Water Supply Departments to plan, develop and deliver capital projects across the Company asset base.

-  advise on, prioritise, plan and co-ordinate project delivery activities ranging from business case creation through to implementation, testing and commissioning.

-  assist with business planning and capital programme budgeting through the preparation of work programmes, scopes and estimates.

- assist with the preparation and evaluation of project specifications, tenders and contract documentation.

- liaise and negotiate with suppliers, contractors, and engineering service providers to provide effective value for money service to the business.

- ensure that Jersey Water continues to provide the island of Jersey with the highest quality potable water achievable as set out in the Company Mission and Strategic Objectives.

Candidate profile

Essential Criteria:

- Engineering degree or equivalent qualification in a relevant discipline and be a member of, or working towards membership of a relevant recognised institution.

- Proven project management experience.

- Relevant experience in any of the following areas: civil / mechanical / electrical /instrumentation engineering, programmable logic controllers, telemetry and communications.

- Knowledge and experience of the Health and Safety (Management in Construction) (Jersey) Regulations (CDM).

- Experience of working with contractors to manage quality and execution of work in a safe and timely manner. 

- Excellent written, verbal and interpersonal communication skills to work across departments internally and externally.

- IT literate and proficient in Microsoft Office products and CAD Packages.

- A clean driving licence.

Desirable Criteria:

- A knowledge of the concepts and principles of Asset Management.

- Knowledge and experience of engineering and construction contract types (IET, NEC,etc.).

- Ability to interpret and review engineering drawings.

- Ability to develop and evaluate method statements to manage risks and deliver successful outcomes.

- Knowledge and experience of working in the water industry or a critical process-related industry.

- An enthusiastic, proactive and self-motivated approach to work to develop best practice and continuous improvement across the business.

- An organised, methodical working style with the ability to manage priorities and work with accuracy to meet deadlines.

- An ability to work across departments and communicate at all levels of the business.

- An ability to work under pressure to deliver a critical service and to be available where necessary for emergency and planned works outside of normal working hours.

- A knowledge of relevant legislation and required controls to protect personnel and public safety and to protect the environment during the execution of duties.

Key responsibilities

- To manage and organise programmes of work in conjunction with other departments ensuring a continuous, consistent and resilient service to customers.

- Manage the installation and commissioning of new and refurbished process plant, machinery and instrumentation, including the operation and update of the Company’s Asset Management systems.

- To self-organise and manage time, co-ordinating others to deliver successful project outcomes.

- Carry out technical investigations, feasibility studies, preparation of reports and budget costs for new works and the maintenance and repair of existing engineering works.

- Prepare specifications, contract documents and forms of tender for engineering works.

- Manage both direct and contractual labour, carrying out the installation, maintenance,repair and commissioning of Company assets.

- Liaise with the operational teams in matters relating to the installation and commissioning of Company assets.

- Liaise with consultants and other external technical organisations on engineering matters.

- To ensure that all safety and legal obligations are met in the delivery of work.

- Prepare business reports where applicable.

- Attend courses and conferences to provide support and training in specialist areas, identifying potential improvements to develop business capability.

- Promote the Company vision and values in all aspects of the role.

- To deliver quality projects on time and on budget.

- To work in accordance with Health and Safety (Jersey) Law, the Company’s Safety Management Systems and the Code of Practice for Waterworks Hygiene.

-  Actively participate in wider business initiatives and cross-departmental projects aimed at supporting strategic business objectives including employee consultation groups, charity and social programmes.

-  Carry out other duties as directed.

Jersey Water is the sole supplier of treated mains water to Jersey, supplying approximately 40,000 homes and businesses. The Company’s two water treatment works supply over 7 billion litres of water to customers through its 580km network of water mains each year. The Company, which is one of the largest landowners in Jersey, employs 92 people.

The Company’s raw water network includes one standby desalination plant, five boreholes and numerous stream abstraction points all feeding six impounding reservoirs.
