Role Purpose

Environment Team activities lie at the heart of delivering the Sustainable Management of our Natural Resources in Wales. As a multi-functional team, we are looking for an officer who will help our team and NRW to deliver against our core duties and wider objectives for wellbeing within our communities.

The County Borough of Neath Port Talbot is comprised of the broad valleys of the Rivers Neath, Dulais and Tawe. There is a moderate amount of farming, mainly in the uplands, with the main towns and settlements in the floodplains. The contrasting Afan Valley is steep sided, mainly coniferous plantation, which hosts former coal mining communities. We manage a large part of the Welsh Government Woodland Estate, which dominates much of the county.

The coastal area has been shaped by industry including steel making, chemicals, petrochemicals and power generation. Both of the main river-mouths of the Neath and Afan have been heavily modified by docks, wharfs and revetments. Your role will be key in helping to protect these rivers from the harmful effects of mine-water from abandoned coal workings, contaminated land and man-made wires impeding the passage of fish, diffuse urban pollution, aged sewerage system and sewerage misconnection from housing and industrial estates.

The county also suffers from air pollution from various sources including transport, industry and wildfires. Water scarcity and conversely flooding due to climate change, also affects the county. Your role will seek to address all of these issues via nature-based solutions and Sustainable Management of Natural Resources. 

Work may also include Protected Sites management, direct regulation through assenting and consenting of activities, securing effective management through advice, guidance and developing management agreements and partnerships, delivery of NRWs biodiversity remit through provision of internal advice to other teams/functions and direct or partnership delivery of projects to improve the environment and halt biodiversity loss.

Work may also include delivery of NRWs Fisheries remit by providing advice to other teams/functions, direct or partnership delivery of projects and mitigation schemes to protect or improve the environment and direct regulatory fisheries activities (e.g. fish movements)

Your role will have a strong focus on environmental management with work including incident management, regulation and compliance linked to water resources, land or water quality. you will also be responsible for supporting partnership solutions and projects that deliver environmental outcomes on the ground, including Water Framework Directive improvements. You will therefore possess a good working knowledge of environment management, agriculture, fisheries, conservation or biodiversity, with focused experience in one of these distinct areas of the team remit.

Qualifications and Skills

• An understanding of how these multi-functional teams can contribute to the sustainable management of natural resources, 

• Ensure continuing professional and personal development, expertise and competence through formal and informal learning and certification.

• Strong and effective self-management and organisational skills.   

• The ability to influence, negotiate and gain cooperation of others. Experience of dealing successfully with difficult people / situations is important.

• The ability to use specialised IT systems, such as GIS or NRW customised applications.

• Able to work well as part of a team.

• Hold a current full UK valid licence to drive NRW fleet vehicles (cars and vans)
