Senior Consultant - Energy and Climate (International Programmes)

Our portfolio in designing and implementing large-scale energy and climate programmes is expanding. To support this growth, we are looking for a Senior Consultant who can help manage tasks under ambitious and multi-disciplinary initiatives, with initial responsibility for the UK Partnering for Accelerated Climate Transitions (UK PACT) Green Recovery Challenge Fund for the UK Department for Business, Energy & Industrial Strategy (BEIS). Launched in Summer 2020 as part of the International Climate Finance, the UK PACT Green Recovery Challenge Fund is a £12 million capacity-building fund to support low-carbon transitions and a green, resilient economic recovery across countries in Asia, Latin America and Africa.

You will join ICF’s Europe & Asia Group which manages a wide range of programmes and contracts related to the climate, environment and sustainability at large. This not only covers climate research, analysis and technical services grounded in leading-edge science, but also communication and outreach, citizen and stakeholder engagement, knowledge management and digital/technology solutions. ICF helps its clients to consider the impacts of policy choices on the environment, climate, society, health and the economy. We offer research, analysis and programme management services to policymakers in the UK Government, European Commission and international governments and donors. Our work involves programme management for technical assistance energy and climate programmes, including significant work under UK-funded programmes.

Our Energy and Climate team works extensively on mitigating greenhouse gas emissions at national and international levels. Our experts work at the intersection of policy and practice, helping government and commercial clients worldwide devise effective energy and climate strategies and deliver implementation programmes.

We would like to add a Senior Consultant to the Energy and Climate team, to help manage activities under the UK PACT Green Recovery Challenge Fund and support the growth of large-scale international climate programmes. 

This recruitment is for energy and climate professionals with >6 years post-graduate experience.


- Work as part of a multi-national, collaborative team of energy and climate consultants, engineers, and economists, often taking leadership roles to:
- Win, manage and deliver energy and climate grant programmes for key accounts.
- Build and maintain relationships with clients and programme stakeholders.
- Monitor and evaluate the performance of innovative low-carbon projects and portfolios. 
- Manage project teams and subcontractors, taking responsibility for meeting client needs within quality, time and cost constraints.
- Promote the company at client meetings, events, networking groups and through social media channels by providing thought leadership content on pertinent topics.
- Maintain appropriate records / uphold quality assurance integrity.
- Support business development activities.

Basic Qualifications

- Fluency in spoken and written English.
- Experience winning and successfully delivering energy and climate consulting projects. 
- Practical experience in supporting low-carbon grant support programmes.
- Extensive project management experience.
- Proven communication skills.
- Knowledge of UK and international policies and programmes accelerating the low-carbon transition.
- Strong qualitative and quantitative analysis capability.
- Proven high degree of determination to meet customers’ needs.
- Ability to lead and work within multi-cultural, multi-disciplinary consulting teams spread across several countries and time zones.
- At least 6 years of professional experience in the energy and climate sector.


- Masters’ degree in a related discipline (E.g. energy, climate, sustainability, international development).
- Experience managing global donor programmes: successfully delivering planning and budgeting responsibilities.
- Experience in monitoring, reporting and evaluation of low-carbon technical assistance projects. 
- Project management accreditation (e.g. PRINCE2). 
- Awareness of grant funding processes, standards and software. 
- Strong understanding of low-carbon development and expertise in one or more energy and climate sectors, including green finance, nature-based solutions, electric vehicles, energy efficiency and smart energy.
