Senior Retrofit Delivery Manager

Role Title: Senior Retrofit Delivery Manager 

Department: Operations – Assets & Delivery

Role Purpose: To lead and manage our retrofit interventions and contracts to ensure they are delivered in a timely, cost effective, customer focused and safe manner, in-line with agreed KPIs and national standards (e.g. PAS2035).

Reporting to: Head of Assets & Delivery

Responsible for: Retrofit Coordinators, Retrofit Assessors

Role Level: Frontline Manager 

Key Role Responsibilities

• Effective contract management, planning and delivery of retrofit interventions from end to end, to national standards; ensuring compliance with Midland Heart’s contract management delivery framework.

• Lead on the operational delivery of tender specifications and procurement of strategic contracts, ensuring an active contractor supply chain for the delivery of Retrofit interventions.

• Effective financial management including the delivery of annual budgets and volume profile plans for capital and revenue interventions, conducting variance analysis and taking corrective actions in a timely manner - in-line with Midland Heart Standing Orders and Financial Regulations. 

• Work collaboratively with internal and external stakeholders at all levels, to ensure effective delivery of the wider service.

• Work closely with our Customer Liaison Manager and wider Customer Scrutiny Team to ensure customers are provided with timely and accurate information regarding retrofit interventions and are engaged with our low-carbon plans.

• Ensure that all relevant certification is provided for all works completed in order to evidence full compliance with building regulations and other statutory provisions.

• Team design and line-management; employing effective recruitment, motivation, retention and performance management practices.

• Management and delivery of an effective Out of Hours Emergency Service, including the requirement to participate in the on call / standby rota.

Education, Qualifications & Training

• Educated to HNC or equivalent, or equivalent professional experience.

• Qualified Domestic Energy Assessor, ideally also qualified as a Retrofit Assessor or Coordinator.

Knowledge & Experience

• Experience of managing multiple retrofit intervention works, planned maintenance or decent homes programme contracts simultaneously.

• Experience as a Domestic Energy Assessor or similar role. 

• Thorough technical knowledge and understanding of retrofit national standards (e.g. PAS 2035).

• Experience of working with stakeholders, customers and contractors and developing successful long-term working relationships.

• Proven experience of achieving challenging targets and objectives.

• Good construction knowledge including Health and Safety legislation, fire safety, CDM regulations and relevant codes of practice.

• Working knowledge of contract law and procurement regulations.

• Demonstrable experience of sector leading construction and financial management software.
