Working as a research consultant within AECOM means exposure to some of the important and prestigious planning-related projects in the UK, working with colleagues operating at the cutting edge of their disciplines.

The Housing Research & Delivery Team, operating within the Environment business at AECOM, specialises in supporting community, local authority and private sector clients to build the intelligence they need to develop effective policies and proposals in support of the delivery of sustainable housing developments and communities across the country. In particular, we provide technical support on behalf of the Ministry for Housing, Communities and Local Government (MHCLG) to community groups including parish councils seeking to influence the nature of housing development through their neighbourhood plans.

We are currently seeking a highly creative individual with housing or planning background to assist us in the delivery of a growing and varied programme of work. On account of AECOM’s scale and multi-disciplinary nature, the successful candidate will come into contact with specialists from related fields on a regular basis, including, for example, environmental and infrastructure specialists; furthermore, he or she will have the opportunity to deliver work on the assessment of prospective development sites and prepare strategic environmental assessments and socio-economic area profiles.

Job Duties

The successful candidate will be expected to undertake the following roles and responsibilities:

  • Work closely with colleagues writing Housing Needs Assessments for a wide variety of neighbourhood planning groups in both urban and rural areas, liaise with those groups, responding to their queries and reviewing methodology together with colleagues;

  • Design research methodologies to support housing delivery studies for public and private sector clients in order to further Local Plan making, respond to the ‘housing delivery test’ or promote development schemes through the planning system;

  • Produce demographic and socio-economic studies and market segmentation analysis for private developers;

  • Contribute to Evidence Base and Policy Development reviews for neighbourhood planning groups preparing neighbourhood plans;

  • Design and undertake community engagement activities from time to time, sometimes involving out of hours work;

  • Prioritise project actions and meet commitments on an on-going basis while taking ownership and responsibility for the completion and quality of work;

  • Undertake diagnostics with prospective clients in order to arrive at a suitable scope of work and hold inception and progress calls with clients;

  • Support the development and marketing of our work with housing associations, private developers, local authorities and neighbourhood planning groups. This will include preparing marketing material, placing telephone calls, assembling bids and liaising with clients;

  • Devise wider public relations activity to raise the profile of the Housing Research & Delivery Team as well as the Neighbourhood Planning team at AECOM within relevant markets and target audiences; this will involve developing press releases, social media campaigns and organising attendance at conferences;

  • Contribute to the wider work of the environment and planning teams particularly in terms of planning policy, housing and regeneration issues; and

  • Keep up-to-date with relevant policy and guidance relating to housing and planning more widely.

Specific Skills Required

The successful candidate will require the following specific skills:

  • Competent in the use of Microsoft Office, particularly Word and Excel.

Minimum Requirements

The successful candidate will have experience in some or all of the following areas:

  • Justifying housing development by compiling and interrogating relevant qualitative and quantitative data

  • Developing housing policy at the Local Authority and/or Neighbourhood Plan level

  • Experience of the delivery challenges of building new homes

  • Experience of different tenures and building methods

Preferred Qualifications

  • A higher qualification in housing, planning or a related discipline.
