The opportunity has arisen for an experienced and highly motivated individual to join the Streetscene and Transportation Service as a Waste Strategy Manager to play a key role in shaping the long term strategic direction for the waste and recycling service within the County.

We are looking for a strategically minded individual with demonstrable experience in strategic planning and development or business improvement, with a track record of working on high profile, important projects, including solving complex, unstructured problems.  Ideally, you will have strong critical thinking skills and the ability to analyse complex problems and develop strategic solutions, as well as being able to develop and produce financial business cases.
In the role, you will also be responsible for the commissioning, control and monitoring the effective compliance and regulation of the waste and recycling services within the County by developing, promoting and operating policies and procedures to deliver an integrated service provision and sustainable waste management.  You will be responsible for leading multiple strategy projects (including business case development and impact assessments) and will be critical to developing and shaping the long term strategic direction for the waste and recycling service and supporting the implementation of initiatives, reviewing waste and recycling service contracts and working with contractors to design and implement service changes to deliver current and future Medium Term Financial Strategy commitments.

You will need to be conversant with the Authority’s Waste Strategy objectives and targets, and the all Wales Waste Strategy “Towards Zero Waste” and you will be required to have a good knowledge and understanding of key legislation and regulations relating to waste services. Experience and understanding of operating in a regulated environment will be essential.

Additionally, you will be able to demonstrate the ability to manage staff through effective team building and motivational techniques, and be able to plan and prioritise workloads for yourself and your team, and work effectively under pressure.  You must be able to demonstrate excellent communication skills, both oral and written, for dealing with internal staff at all levels and customer enquiries. Strong stakeholder management skills are essential, with the ability to interact with senior leaders, operational and technical leads, and you should have good project management experience; excellent organisational and time management skills.  You will need to be customer focused, ensuring that resident and member feedback is sought and incorporated into the future service design to ensure satisfaction with service delivery and improve on perception of the service.

To apply, you must be qualified to degree standard, have Chartered status to a relevant professional body or have relevant experience, with the competency to hold a Relevant Certificate of Technical Competence (COTC).
